Lowering of the lake to take place October 25th – see below for specifics:
The Glass Lake Preservation Corporation approved on Wednesday, September 17,2025 opening the valve at the dam on October 18, 2025 (note actual date will be October 25, see below) to allow the flushing of the pipe that drains into the Wynantskill Creek.
Lowering the water level will also allow many lakers to complete sought after repairs to the shoreline in front of their homes. Before making this decision, the GLPC consulted with the firm that acquired Ludlow Valve, the maker of the valve, and we were assured that only valves that are opened, and closed, on a frequent basis risked malfunctioning when attempting to open, or close, such a valve. As a contingency, we are purchasing a bladder to place in the pipe and inflate if necessary. The GLPC will be in touch with the Town of Sand Lake, The DEC, residents downstream, and the Averill Park Fire Department to make them aware of our plans. We will need permits issued by the DEC to lower the lake.
If you plan on completing work on the shoreline, please consult the Town of Sand Lake and the DEC as to whether permits are required to do this work. Please be advised that heavy machinery is not permitted in the lake.
Lowering the water requires about two weeks, and a month to return to the previous water level. Please make sure that all boats and docks on the water are pulled before October 25, 2025.

Annual Glass Lake gathering at Tighe’s Bistro on Sunday, October 19 from 2 to 5 PM
Once again, Janice and Kevin Tighe have graciously planned a delicious event at Tighe’s Bistro on Glass Lake for Sunday, October 19 from 2 to 5 PM for us to gather.
They are keeping the cost at only $30 per person and promise to have a delicious variety of foods. And there will be a cash bar. Update on Lake Milfoil Treatment, June 2, 2025
We received this morning the permit from DEC to treat the lake for milfoil. Treatment will commence on Monday, June 9. As a reminder, there will be no boating or swimming in the lake until June 10; irrigation of crops can proceed on June 19.

Due to a complaint lodged with the DEC against the GLPC by a resident of Glass Lake, the permitting process for treating the lake for milfoil has been slowed. The treatment will not occur on June 3, as planned.

We have decided to make the annual get together more casual this year. It will be held in the back room and porch at the Bistro with finger foods. He promises a beautiful charcuterie board, delicious appetizers, and samplings of this famous desserts. There will be nonalcoholic beverages and a cash bar.

Annual Meeting Minutes, June 22, 2024
GLPC Annual Meeting June 22, 2024 Sand Lake Town Center
Bob Happy called the meeting to order at 10:05 23 members and 5 board members were present( sign in sheet attached)( 2 members via Zoom ) total = 30 which meets a quorum. ( 37 paid members ) The pledge of allegiance was recited by all The President’s report : o New board members: Bob thanked Al for his many years of service to the membership and the board. Al has stepped down as president and a board member. Al’s guidance in the working of the corporation’s relationship with DEC is invaluable. He is remaining on as a board consultant. We received a notice from Stephen Ryan (vice president) that he will leave the board. We are sorry to lose his enthusiasm and knowledge. Stephen has generously given of this time, talent and money to fix the Teal Creek culvert issues. True to his support for the Lake, Stephen donated the baskets for the repair of the dam/outlet. Thank you, Stephen. The resignation of Stephan and Al leaves us in need of two board positions. We are very happy that John Windover has agreed to take one of them and we are seeking a volunteer for the other. Please email Bob if you are interested. The current board will assign the office of vice president when we have our next board meeting .
President’s report – progress on: teal creek repair ( cost of $28,111.00 ) it was successful however there is a need for that area/ specifically the screen at the culvert to be a monitored and cleaned . This should be considered an ongoing expense for the membership. Bob reiterated that the health of the dike affects all the residents on the lake, not just those who live on the dike. Without that dike we forfeit our lake front property. The membership owes a vote of thanks to those members ; Stephen Ryan, Barth Neitzel, Tim Komdat and Joe Padalino who personally contributed over $12,000 to fix the culvert. As part of the monitoring and maintenance A clean up the dike date will be announced later in the year. The Beaver dam removal was also successfully completed with the assistant of a crew from Cooked Lake whose property was also affected by the critters! We hired professional trappers( $375), and it appears that we have abated the problem as of now. Please make sure you report any beaver activity to Bob if you see it. Upcoming events and expenses: Two maintenance events will come up within the next two years. The first is the cost of treating the lake again for Milfoil in 2025. Barry Leckonby has reported that there is a large patch of milfoil in the southeast corner of the lake and Barth has seen it at the spillway. This will be researched by the board
and information on cost and placement sent out to the membership. The second is the WSP’s engineer assessment of the dam and dike in 2026. The first report was completed by WSP and sent to the DEC as required in 202. There has been no feedback from DEC to us to date. The cost of this assessment will be in the thousands and will be considered within our next budget.
Water quality committee: Maureen Straight presented a request to the membership to reinstate the water quality committee that collect data concerning the water of Glass Lake. Al Aital, Barth Nitzel and Peter Burkart did this until 2021. The committee members must have a boat big enough for 4 people and be available once a week from June through September to collect samples. This is done in conjunction with the guidance of the CSLAP run by the NYS Department of Environmental . An information sheet was available at the meeting (attached to these minutes). Maureen has downloaded the book “ Diet for a small Lake” and will have it put on the website.
If there are any volunteers for this committee, please contact Bob via email. ALL lake activities are affected by the water quality or lack of it – monitoring for this is very important to all those who use the lake.
Secretary Report: Maureen presented the minutes of the last annual meeting of 2023 . Copies were distributed by email prior to the meeting and paper copies were available at the meeting. There was a motion to approve ( Bob Flynn/ Pat Burkart)with no corrections. Passed.
Treasurer’s Report : Joe Padalino presented a detailed report of 2023 income/ expenses and current bank total. 2023 membership :43 2024 membership 37 @ time of meeting Follow up will be sent to all who still owe dues The full report is attached to these minutes. Anyone with outstanding dues please send it in asap! The form and mailing address are attached to these minutes. There was a motion to accept the treasurer’s report.
Dam Tender’s Report: Barth Neitzel reported on the condition of the spill way, the need to repair the two rock cages and the need to monitor the valve/pipe outlet. The repair and replacement of the two rock cages will require us to hire a contractor to complete the task even with the generous donation
of the cages themselves. That will be discussed at the next board meeting. Barth also reported on the placement of milfoil at the spillway/dam outlet. This will need to be considered as an area to be included in any future treatment plan. As this is an area close to the boat launch the possibility of dirty boats being launched may have contributed to the vegetation there. May need to contact DEC for better signage.
Open Floor topics: Bob Flynn reiterated a continued problem with docks at the end of Creek Lane and the increased use of this as a Launch. History supports the Town of Sand Lake’s statement that this is NOT a public launch and GLCP owns the land the docks are moored to. Al has had conversations with the owners of property on the Lane to ascertain the owners of said docks and Bob will contact the lawyers regarding what can legally be done to alleviate this problem Tim Komdat commented on the problem of trespassing by the public onto the dyke and use of some of the submerged structures as public fishing access. Signs have been posted by the owners of the adjacent property and the membership was advised that the resource for any trespassing it to call the sheriff to remove them. After much discussion the action that will be taken is that the president will contact our lawyer for and opinion and plan to alleviate the issues.

2023 was an eventful year for GLPC. With your assistance the Corporation completed two major projects. First, we succeeded in repairing the clogged drainage culvert that was severely damaged during the summer storms of 2021. See the photos attached and the link to the photo album. Spearheaded by Stephen Ryan, this was a major undertaking in which we spent more than 1 year reviewing options to repair. The total cost exceeded $40,000. Several GLPC stepped forward and contributed $20,000. The remainder came from the general fund of GLPC.

Second, the recurring issue with beavers building a dam where Glass Lake is narrow past the area known as the flats was a major issue. The level in that part of the lake was 18” above normal and caused extensive flooding for Crooked Lake residents. A group from GLPC and Crooked Lake worked together to physically remove the dam. GLPC hired a trapper to rid us of the beavers. To date, there is no sign of beavers, and the dam has no signs of being rebuilt. Some before and after photos are included. Please send in your Membership update form so we can keep our lists up to date. Membership dues were raised at our annual meeting in 2023 to $250 annually. We appreciate all who sent in their membership early to help with our cash flow, however because of our extraordinary expense to repair the storm damage, we are asking all members to consider an additional donation to help defray these costs.
Moving forward GLPC needs to budget for required dam repairs and a 2025-26 engineering assessment of the dam for NYS DEC. We have a budget shortfall exceeding $15,000. Glass Lake Gathering at Tighe’s Bistro on Sunday, October 15th from 2 to 5 PM
Janice and Kevin Tighe have planned a wonderful event at Tighe’s Bistro on Glass Lake for Sunday, October 15 from 2 to 5 PM for us to gather.
We will start with a charcuterie board and cash bar.
The delicious menu will include: Salad and bread, Coq au Vin. Blanc (Chicken in white wine sauce), French Meat Balls (Boulettes, meatballs in beef, brandy & cream gravy), Boeuf Bourguignon (beef in red wine sauce), potatoes, seasonal vegetables, coffee, tea and desserts.
All of this wonderful food for only $30 per person, including tax and gratuities. We will collect the money at the door, but we need firm reservations and commitment by October 8th. Our treasury doesn’t have enough to cover no-shows.
The Annual Meeting will be held on Saturday, June 11 at 10:00 am at the Town of Sand Lake Hall courtroom.
· This year, in addition to being held at the town hall, the meeting will be available on Zoom. During the height of Covid, we held our meetings on Zoom, and participation was very high. Also, many of our members have indicated their interest in using Zoom because of their inability to attend for various reasons. Zoom is available on your computer and mobile phone. There is no fee to participate in a Zoom meeting.
Maureen Straight will send out the Zoom link via the email you have provided us on the day of the meeting.
GLPC membership consists of those who live or own property on Glass Lake; we have two classes: Dues paying and non-Dues members. Dues are due for 2022.

This serves as notice to all members and lake residents that Milfoil treatment by SOLITUDE will be next Wednesday 8/11.
Treatment will start at approximately 8 AM and end at approximately 2 PM.
Boats do NOT need to be pulled out.
Restrictions on Milfoil Treatment:
On February 26th 2021 a letter of notification was sent to all those on the lake with regard to the upcoming milfoil treatment. Among other things it outlined restrictions as follows:
Drinking, Culinary or food processing purposes: There are NO RESTRICTIONS.
Irrigation: Prohibited for 5 days or until the concentration is below 1 ppb.
Swimming and Bathing: During treatment and 24 hours after treatment.
Fishing: No Restrictions for fishing.
Animal Consumption: Prohibited until the concentration drops below 1ppb
SOLITUDE will conduct the first test several days after the treatment date and we will post that information.

Spring 2021 – Milfoil Treatment
Update May 21, 2021
The DEC has notified Solitude that milfoil permit application appears to be complete. Per the DEC the milfoil treatment has been delayed in order to allow for a public comment period of 15 days. This will push out the original treatment date of May 24. There is no new date at this writing. When a new date is established the membership will be notified.

As you know Glass Lake is scheduled to be treated to combat the growth of milfoil on Glass Lake. Recently I have received several calls from our members to find out our progress. Here are the answers to the most common questions based on the facts that are currently known.
· Permits have been filed with DEC by Solitude effective 03/03/2021. I would note that a neighboring lake has also filed for the same permit on the same day and has already received their permit approval. Their process however is less complicated than Glass Lake! Glass Lake is the host of wetlands and therefore requires further review by DEC, including a site visit.
· Communication with Town: As the law requires, DEC sent a letter to the town of Sand Lake inquiring whether they wish to be the lead agency DEC will assume lead agency status after 30 days from the letter. The letter was received by the town supervisor on 04/02/2021. The town has indicated to the board (verbally) that they have no interest in being lead agency. The board sees no major hurdles at this point in the process.
· Lake Level: Some of you have heard that the lake might have to be lowered. While this is true it would only have to be lowered so that there is no spill over at the dam/spillway. So perhaps 2 or 3 inches if at all.
· Boats do not have to be pulled out of the water!!
· Solitude target date for application is May 24th 2021.

Yes, the Arlington House (3532 NY 43) is now open for private parties.
Please join your Glass Lake neighbors at the Arlington House at 1 PM on Sunday, October 6. They will be serving appetizers, along with a pasta dish and salad. The cost is $10, payable at the door, and there will be a cash bar of wine, beer and soda.
The Arlington House will need an exact count by October 1, so a reminder email will be sent at the end of September. Please save the date and hopefully, you will be able to join us.
SOLitude Lake Management has completed a survey to treat our lake with ProcellaCOR targeting milfoil.
Other local lakes have treated with ProcellaCOR with good results.
We expect a proposal by late September. At that time we will share it with the members.

Lowering lake to avoid water over spillway – Temporary
July 10, 2019
The Town of Sand Lake is repairing the bridge and wall beneath it. They have requested we lower the lake just enough so that water does not come over the spillway. This should be about only 2 or so inches. They will need about a week.
